STIMULATING THE DEVELOPMENT OF COMMERCIAL ENTREPRENEURSHIP IN THE ODESA REGION AS A DIRECTION OF LOCAL SELF-GOVERNMENT ACTIVITIES IN THE CONTEXT OF EUROPEAN INTEGRATION

Abstract

In the context of Ukraine’s decentralization reform and European integration aspirations, the development of trade entrepreneurship in regional economies has become increasingly important. The Odesa region, due to its strategic location, developed infrastructure, and border status, holds significant potential for revitalizing trade and promoting small and medium-sized enterprises (SMEs). This article examines the role of local self-government bodies (LSGBs) in stimulating entrepreneurship, highlighting their institutional capacities and strategic tools for supporting trade at the community level. The analysis focuses on regulatory, financial, infrastructural, and advisory instruments available to LSGBs. Special attention is given to digital infrastructure development and the emergence of social entrepreneurship as a mechanism for addressing socio-economic challenges. A comparative analysis of entrepreneurial support practices in Ukraine and the EU is presented, identifying gaps and opportunities for local adaptation of European models. The article emphasizes the need for strategic planning at the municipal level, supporting public-private partnerships, enhancing digital literacy, and fostering sustainable trade ecosystems. Recommendations are provided to strengthen trade entrepreneurship as a driver of regional development and post-war recovery.
