Abstract

The article definitively examines the specifics of anti-crisis state management of the economy. It shows that since the beginning of radical transformations in Ukraine, the state has been actively displacing itself from the production sphere and consciously abandoning its functions of planning and management. The main approaches to classifying crises from the perspective of the theory of regulation are studied. A crisis is the result of an «external shock», a consequence of a cycle, contradictions in economic and social dynamics, uncontrollability of adverse conjunctural processes, or blocking the dynamics of reproduction of a particular economy. The state sector must play an active regulatory role in the economy. The state must determine antitrust policy, establish the rules of the economy, and ensure national security. It is clear that the state sector of the economy is designed to replace private capital in areas of low profitability or unprofitability. The presence of state ownership guarantees the satisfaction of a number of social needs and the creation and use of necessary public goods produced by the state. Objects of state ownership for purely production purposes, as well as public-private partnerships, must be oriented towards maximum economic efficiency. The market economies of developed countries and those of the periphery of the modern world are different. They differ not in the level of development, but in the model of the method of production and distribution of material goods. State regulation of crisis situations includes measures of regulatory, economic, and organizational influence. Priority areas of activity include legislation, financial regulation, and production and redistribution of income. It has been proven that anti-crisis regulation is one of the main functions of state administration. The government exercises its powers to stabilize the economy, implementing a specific system of measures to do so.
