PUBLIC-PRIVATE PARTNERSHIP AS A TOOL FOR MANAGING THE FINANCIAL SUPPORT OF TERRITORIAL COMMUNITIES

The article examines the basic principles and principles of organizing public relations in the field of public-private partnership. An analysis of international experience in the implementation of public-private partnership projects with a focus on their impact on the financial capacity of local budgets is carried out. The key tasks for securing funding for projects in this area are identified, taking into account the need to develop critical infrastructure as the basis for sustainable economic growth.
Оutlines the conceptual approaches of scholars to defining the essence of public-private partnerships and confirms its role as an effective model of cooperation between the public and private sectors. Such interaction is based on the joint attraction of financial resources, technologies, innovative solutions and management practices, as well as on the distribution of risks between partners to achieve mutually beneficial results.
The economic and social factors that determine the relevance of public-private partnerships in the context of local government finance are summarized. Its impact on the financial support of territorial communities is assessed, and the importance of this mechanism for regional development is determined. Given the scientific interpretation of the concept of «financial security», the author suggests ways to improve the mechanisms of partnership between the public sector and business to increase the investment attractiveness of regions.
The current state of use of the public-private partnership mechanism in the implementation of investment projects at the local government level is investigated, its advantages are identified, as well as the main risks and barriers that complicate the practical application of this model in Ukraine. The current legal framework governing the development of such relations in Ukraine is analyzed. The author identifies a number of systemic obstacles that reduce the effectiveness of the public-private partnership mechanism in domestic practice. Proposals for intensifying partnerships between the state and private business in Ukraine are developed.
Based on the study, the author assesses the real impact of public-private partnership mechanisms on the financial stability and capacity of local budgets. The need for an in-depth study of this issue and the development of new management approaches to improve the forms and methods of interaction between the public and private sectors is identified. This, in turn, will facilitate the implementation of effective measures aimed at strengthening the financial capacity of the regions and increasing their investment attractiveness.
