DIGITAL TRANSFORMATION IN THE PUBLIC ADMINISTRATION SYSTEM: CHALLENGES AND OPPORTUNITIES FOR UKRAINE’S NATIONAL SECURITY

Abstract

The article examines the phenomenon of e-government as a key tool for digital transformation of the public administration system in the context of modern challenges, including war, hybrid threats and the need for rapid adaptation of the state apparatus. The author emphasizes that digitalization in the public sector is not only the introduction of new technologies, but also a radical change in management logic – a transition from hierarchical, closed structures to open, networked and citizen-oriented management models. Digital transformation is described as a process of not just switching to electronic media, but as a systemic rethinking of the role of the state, its functions, structures and forms of interaction with society.

The author identifies the introduction of e-government as one of the most successful reforms in this area, which ensures efficiency, transparency and a new quality of public services. In particular, the example of the Diia platform demonstrates how digital services are becoming not only a technical achievement but also a symbol of changes in the philosophy of public administration. The use of information and communication technologies allows automating administrative processes, reducing corruption, increasing the speed of processing requests, and creating a convenient environment for citizens that is closer to the «people at the center» principle. The author also analyzes international experience, in particular, the examples of Estonia and Denmark, where the digital state is already a reality, and the interaction of citizens with the authorities is almost entirely online. The Estonian X-Road model and mandatory digital interaction in Denmark are seen as effective examples that demonstrate the real benefits of e-government: cost savings, increased trust in the government, and improved service efficiency. This experience is presented as a benchmark for Ukraine, which, despite military challenges, is making progress in the digital transformation of public administration.

Particular attention is paid to analyzing the problems and challenges that stand in the way of digitalization in Ukraine. These include digital inequality, limited infrastructure in the regions, low levels of digital literacy in certain segments of the population, institutional inertia, and cybersecurity threats. The author emphasizes that the rapid growth of data volumes combined with the risks of unauthorized access requires special attention to building a secure and sustainable information ecosystem in the public sector. In the conclusion, the author formulates strategic directions for the development of e-government. In particular, it refers to the introduction of artificial intelligence in the field of public services, the development of the concept of «seamless government», ensuring digital inclusion and ethical management of personal data.
