Abstract

The article examines the current challenges and transformations that determine the direction of modernisation of the civil service in Ukraine in the context of profound social, political and security changes. The author emphasises that in the context of digitalisation, global crises and war, the modernisation of public administration is gaining not only strategic but also existential importance for ensuring the sustainability of democracy and statehood. Successful modernisation is associated with a shift away from the traditional bureaucratic model and the introduction of a competency-based approach to public sector training.

The central element of the study is the competence-based approach, which is presented as the basis of the modern civil service personnel policy. This approach is focused on developing not only knowledge, but also managerial, legal, ethical, digital and analytical competencies in civil servants. The author proves that the competence-based approach allows training civil servants who are able to act in conditions of high uncertainty, adapt to changes, think strategically, make decisions in crisis situations and communicate with the public. In this context, the author emphasises the importance of practice-oriented training, simulations, case studies, internships and partnerships with public institutions. The article demonstrates the need for a systematic approach to the transformation of public administration, where leadership skills, strategic vision, institutional capacity and results-based management play an important role.
